One of ILABA’s goals has been to achieve licensure in Illinois, something the association has been working on for almost a decade. Heading into 2022, the short term goal was to build relationships that would be the foundation for a licensure bill to pass in 2023. However, as it happens in life, ILABA is now having to pivot its short term goals. During 2021, Representative Deb Conroy
worked extremely hard to get money in the Medicaid
budget for ABA therapy. During the implementation phase, the Illinois Department of Healthcare and Family Services adjudicated a rule that requires BCBAs to be overseen by a Licensed Clinical Social Worker in order to be eligible for Medicaid reimbursement. HFS Director Theresa Eagleson has made it clear that this requirement
will remain in place until BCBAs are licensed in Illinois.
The result is that less than 15 BCBAs in Illinois are currently in the Medicaid system.
